[BNM] anchor title attributes

I have found some clients don't like the effect of the roll over, but
I always add a title tag to links if the link isn't meaningful.

Preferably, I use a short phrase, e.g.  <a href="news" title ="latest
news from blah" >news</a>

If you use Opera, you display the links from a page in the sidebar,
and they reflect the title tag if given. Which I feel is vital for
those sites that can't resist the us of the frowned upon 'more' link:

<a href="news/2008-12-06" title ="Surely SEO experts use the title
tag?" >more</a>

That is just my opinion, how search engine's do their magic is anyone's guess.
