[BNM] Missing spinners on number field

Very weird. I can't see anything that might have disabled them in the CSS,
and I haven't done anything with forms or even those parts of the template.
My guess is that perhaps they are being shown in some weird place on the
page due to a CSS oddity that's crept in there, but can't see how to take
that further.
