[BNM] Registered or not?

I emailed our local council (Arun) about it as I'd got the same "not
registered" message. Apparently the gov.uk system isn't married up with
local councils' systems either so it doesn't know if you've been registered
or not... so just says you're not regardless. But Arun's system apparently
detects duplicates and just discards if you're already marked as
registered. I'd imagine that's probably a fairly standard thing for
councils to do - you would hope anyway - so no harm done....
